State and Local Cybersecurity Grant Program (SLCGP)

The SLCGP, funded and jointly managed by FEMA and the Cybersecurity and Infrastructure Security Agency (CISA), provides funding to the territorial government to address cybersecurity risks and threats to territory-owned or operated information systems.  This recent grant program provides funding to the American Samoa Government (ASG) specifically to enhance the cybersecurity posture of the territory.

The SLCGP is intended to assist in the management and reduction of systemic cyber risks. The main objectives of this grant program, as established by CISA, are:
 

Governance and Planning
Develop and establish appropriate governance structures, as well as plans, to improve capabilities to respond to cybersecurity incidents and ensure continuity of operations.

Assessment and Evaluation
Identify areas for improvement in SLTT cybersecurity posture based on continuous testing. 

Mitigation
Implement security protections commensurate with risk.

Workforce Development
Ensure organization personnel are appropriately trained in cybersecurity, commensurate with their responsibilities as suggested in the National Initiative for Cybersecurity Education.
