This program provides funding to enhance the ability of nonprofit organizations to prevent, protect against, prepare for, and respond to terrorist and other extremist attacks. The NSGP is a competitive grant program with annual offerings. The general purpose of NSGP funding is to enhance nonprofit organizations' abilities to prevent and protect against terrorist attacks. Funds are primarily focused on security-related projects and activities that minimize the organization's vulnerability to potential terrorist attacks.

ASDHS is accepting applications for funding under FY2026 NSGP. Eligible nonprofit and faith-based organizations that are interested in applying should review the program details on this page and in the attachments below. Notification is hereby given to the public of the intent of the Federal Emergency
Management Agency (FEMA) to provide assistance to Saint Joseph Parish, located at the Parish Hall, Tafuna, Western District, AS (-14.332120, -170.732466), for the
installation of camera surveillance system, solar lighting, fencing, gates, and brick
landscape walls.
Because of its location in a Special Flood Hazard Area, this facility is susceptible to
flooding and storm induced erosion. Under the President’s Executive Order 11988,
Floodplain Management, FEMA is required to review opportunities to relocate the
facility out of the floodplain or to minimize future damage from flooding. Public
comment is invited on possible alternatives to this action and methods to protect the
facility.

Application Requirements
This section lists items and components that are required as part of each organization’s application package; please note that this list is not exhaustive. The NOFO for each respective fiscal year will detail specific requirements for each application period; however, the requirements listed below are routine and standard requirements. Interested nonprofit organizations are encouraged to check this page regularly for updates and announcements of any new requirements for the next application period.

located in the attachment section at the bottom of this webpage. Interested applicants are
encouraged to thoroughly review the detailed description of requirements provided in this section below
and the Notice of Funding Opportunity (NOFO) for full details; however, the Application Package
Checklist can be used for a quick reference guide as you are compiling your application package. If
there are any questions or clarification needed for any of the requirements listed below, please

Vulnerability Assessment
Nonprofit organizations interested in applying for funding under the NSGP must have a completed vulnerability assessment of their facility/site. The completed vulnerability assessment identifies the vulnerabilities and threats of your organization’s site and should drive and guide the projects and activities proposed in your organization’s application. Projects proposed in your organization’s application should be linked to the results of your organization’s vulnerability assessment.
Organizations that have not completed a vulnerability assessment are strongly advised to do so as early as possible to avoid potential delays or challenges with the application process. There are resources available online for organizations that may need assistance with this requirement; organizations are encouraged to view and utilize the resources available. Mission Statement
All applications must be submitted with the nonprofit organization’s mission statement on official organization letterhead. The mission statement will be used to validate the application content and determine the categorization of the organization - ideology-based, etc. Mission statement should address the “who, what, and why” of the organization.
Application Form / Investment Justification (IJ)
- Organizations must limit each IJ to 1 site/facility.
- The site/facility covered in the IJ must be occupied by the organization at the time of application.
- Organizations should carefully consider funding categories listed in their IJ. Funding should be budgeted and categorized realistically as these categories will be applied in the event a proposal is granted and awarded.
- The application or Investment Justification (IJ) must be completed by the applicant organization and submitted to ASDHS by the deadline set by ASDHS. Applications submitted after the ASDHS deadline will not be considered for funding.

Cover Letter
The cover letter must be on the organization’s official letterhead and possess the signature of the
official head of the organization. This letter must demonstrate that the head of the organization
approves of and endorses the application package being submitted, inclusive of all proposed
projects and activities.
Bio/Resume
"[Applicants] must submit short bios and resumes. This should include the type of entity, organizational leadership, and board members along with both the names and addresses of the individuals. Resumes are subject to approval".
501(c)(3) Recognition of Exemption
Documentation of 501(c)(3) designation must be provided with the application package.
Signed Attestation Form
Form declaring and attesting that your organization meets the eligibility requirements. This is
required for organizations that are exempt from applying for 501(c)(3) exemption but meet the description under section 501(c)(3) of the Internal Revenue Code of 1986 (IRC) and are exempt from
tax under section 501(a) of such code. [Attached below]

Application Submission
1. Described under section 501(c)(3) of the Internal Revenue Code of 1986 (IRS) and exempt
from tax under section 501(a) of such code. This includes entities designated as “private”
(e.g., private institutions of higher learning), as private colleges and universities can also be
designated as 501c3 entities.
NOTE: The Internal Revenue Service (IRS) does not require certain organizations such as
churches, mosques, and synagogues to apply for and receive a recognition of exemption
under section 501(c)(3) of the IRC. Such organizations are automatically exempt if they meet
the requirements of section 501(c)(3). These organizations are not required to provide
recognition of exemption. For organizations that the IRS requires to apply for and receive a
recognition of exemption under section 501(c)(3), proof/copy of recognition of exemption is
required as part of the application package.
2. Able to demonstrate, through the application, that the organization is at high risk of a
terrorist or other extremist attack.
3. Located within the Territory of American Samoa.
