Homeland Security Grant Program (HSGP) – State Homeland Security Program (SHSP)

The Office of Homeland Security (OHS), a component of ASDHS, manages a suite of Federal grant programs for which ASDHS serves as the State Administrative Agency (SAA). The grant programs under the purview of OHS are funded by the U.S. Department of Homeland Security – Federal Emergency Management Agency (FEMA) to assist the territory in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. 

STATE HOMELAND SECURITY PROGRAM (SHSP) 
The HSGP-SHSP funding focuses on enhancing the territorial government’s ability to prevent, prepare for, protect against, and respond to potential terrorist attacks. With each fiscal year funding opportunity, the USDHS/FEMA identifies National Priority Areas (NPAs) that guide and direct how the territory’s funding is allocated. Additionally, each funding opportunity includes a required percentage of funding for Law Enforcement Terrorism Prevention Activities (LETPA).
